Senior Legal Officer Thomas Brown participated in the National Workshop on Border and Export Controls, under the framework of UN Security Council Resolution 1540 (2004) in Gaborone, Botswana from 21-23 May 2024.

The event was being coordinated by UNODA, Stimson Centre and the Chemical, Biological, Nuclear and Radiological Weapons Management Authority of Botswana (CBNRWMA).

During the workshop, Thomas Brown presented on VERTIC’s legislative assistance regarding the implementation of UN Security Council Resolution and the legal aspects of export controls over dual-use items. Following other presentations by relevant national ministries, 1540 Committee, the Biological Weapons Convention Implementation Support Unit (BWC-ISU), the Organisation for the Prohibition of Chemical Weapons (OPCW), the European Union Partner-to-Partner Export Control Programme and the Stimson Center, the participants examined the current state of implementation of export controls in Botswana and explored possible actions for development of implementation of UNSCR 1540, including the creation of a national control list of dual-use items.
