United Nations Security Council (UNSCR) 1540 was adopted in 2004 and concerns the non-proliferation of biological, chemical and nuclear weapons to non-state actors. The resolution also established the 1540 Committee and its Group of Experts.
Part of the 1540 Committee’s tasks is to conduct a comprehensive review on the status of implementation of UNSCR 1540 every five years and prior to the renewal of its mandate, including, if necessary, recommendations on adjustments to the mandate.
The open consultations form part of the comprehensive review and those for the third review were held during 31 May to 2 June 2022 at the United Nations Headquarters in New York. All 193 UN Member States were invited to attend, along with international, regional, and subregional organisations as well as civil society members.
VERTIC has been working with states to implement UNSCR 1540 through nationals laws and regulations since 2008. Yasemin Balci, Co-Programme Director for National Implementation, delivered VERTIC’s statement during the open consultations, which can be read here and viewed at 21:25 here.
