From 25-29 April 2022, the IAEA hosted the First International Conference on Nuclear Law: The Global Debate in Vienna. This conference provided a forum for experts from governments, international and non-governmental organisations, industry, academia and civil society to engage on the latest issues related to nuclear law.
NIM Legal Officer Thomas Brown submitted a paper to the conference, entitled “Legislative Implementation of Nuclear Security International Instruments in Practice”. He then presented this paper at the Technical Session No. I.a on the CPPNM and its Amendment on Tuesday 26 April 2022. The slides from his presentation can be found here.
The paper explored legislative implementation of the Amended Convention on the Physical Protection of Nuclear Material (A/CPPNM) and the International Convention for the Suppression of Acts of Nuclear Terrorism (ICSANT) in the United States, through analysis of recent court cases concerning implementing legislation for the treaty regimes. It concluded with a number of recommendations for states in relation to implementation of nuclear security international instruments.
