The Remote Warfare Programme, part of the Oxford Research Group, has recently released a briefing paper authored by Katherine Tajer, formerly a researcher with VERTIC’s Verification and Monitoring Programme.

The paper attends to cyberwar and investigates how cyber could fit into traditional understandings of military doctrine and strategy. It discusses the treatment of cyber in the military doctrines of the permanent members of the UN Security Council. It then examines the opportunities and barriers posed by the integration of cyber capabilities into national deterrence strategies.
