An article titled “Shifting the Focus from Annual Outreach Activities to Official Visits to States”, by VERTIC’s Programme Director for National Implementation, Scott Spence, was published in the Winter 2016 (Issue 11) edition of the 1540 Compass. The 1540 Compass is a “journal of views, comments, and ideas for effective implementation of UN Security Council Resolution 1540 to prevent WMD proliferation and terrorism by non-state actors”. It is published by the Center for International Trade & Security, University of Georgia in cooperation with the United Nations Office for Disarmament Affairs and using contributions from Kazakhstan, the Republic of Korea, Norway, the United States and the European Union.
In the article, after presenting a set of statistics on how the UN Security Council’s 1540 Committee has carried out its programme of work since 2009, Mr Spence argues that the 1540 Committee should now urgently consider shifting its focus and expert capacity from annual outreach activities to more official visits to states; that the Committee should tie these visits to National Implementation Action Plans and a request for assistance; and that the number of both that are submitted to the Committee through 2021 should be increased.
