VERTIC releases Brief No. 14

VERTIC released today Brief No. 14 'Chemical and biological weapons use in the Rome Statute: a case for change'. We also blog on this new release.

This Brief, written by Kara Allen with Scott Spence and Rocío Escauriaza Leal, explores the negotiating history of the Rome Statute on the issue of biological and chemical weapons use as war crimes and a proposed amendment to explicitly include these crimes in the Statute (and the failure of that amendment at last year's Review Conference). The Brief concludes with a call to the States Parties to the Statute to adopt an amendment at the next Review Conference to strengthen the norm against the use of biological and chemical weapons by anyone, including in international and domestic armed conflict.
