VERTIC participates in BWC awareness-raising and legislative drafting workshops in Nepal
An awareness raising workshop for decision-makers and sharing best practices for the implementation of the Biological Weapons Convention was held in Kathmandu, Nepal, on 9 and 10 June 2014. It followed a workshop on the ratification and implementation of the BWC that took place in February this year. Nepal is a signatory state of the BWC but has yet to ratify it.
The events, co-organised by Nepal, the UN Regional Center for Peace and Disarmament and BWC Implementation Support Unit formed part of the BWC Action, a programme of the ‘European Union Council Decision in Support of the BWC’, which aims to support the BWC on the international, regional and national levels through three major projects, namely universality and national implementation; confidence in compliance; and strengthening international cooperation and encouraging international discussion on the future of the BWC.
As reported by the Himalayan Times, Nepal’s Ministry of Foreign Affairs explained the workshop was ‘designed to create awareness about the BWC, and build capacity for ratification and national implementation of the convention through the creation of a national authority and legal and regulatory mechanisms’. VERTIC presented on the ratification of the BWC, the establishment and the functions of a national authority for the BWC, and the national implementation of the Convention in Nepal’s legal framework. Experts from Malaysia and India were invited to share their countries’ experiences in implementing the BWC.
VERTIC also attended an assistance visit that followed the workshop, to help draft implementing legislation for the BWC.
