VERTIC identified as legislative assistance provider in UN Counter-Terrorism Implementation Task Force report
VERTIC has been identified as a legislative assistance provider in the UN Counter-Terrorism Implementation Task Force's 'Report of the Working Group on Preventing and Responding to Weapons of Mass Destruction Attacks: Interagency Coordination in the Event of a Terrorist Attack Using Chemical or Biological Weapons or Materials'. In Section IV, paragraph 192, the report states: “With regard to technical assistance to States Parties to develop and enact the required [BWC and CWC] legislation and regulations, a diversified patchwork of technical assistance activity has evolved… It should be noted that in addition to UN and other international entities, a range of other actors are involved in these processes (regional organizations such as the EU, the NATO Euro-Atlantic Disaster Response Coordination Cell (EADRCC), the African Union (AU), the Organization of American States (OAS) and the Association of Southeast Asian Nations (ASEAN); the International Committee of the Red Cross (ICRC); nongovernmental organizations such as VERTIC; and several States with external technical assistance programmes)”.
Since 2008, under VERTIC's National Implementation Measures (NIM) Programme, we have worked directly with over 20 States on their legislation to implement the Chemical and Biological Weapons Conventions. We have also analyzed the laws and regulations to implement the Biological Weapons Convention in particular for 130 countries, in the form of legislation surveys (which are available to governments at no charge upon written request). VERTIC will be expanding the NIM Programme in early 2012 into legislative drafting assistance for the comprehensive implementation of UN Security Council Resolution 1540. The official launch for this expansion will take place during the Seventh Review Conference of the BWC in the UN Palais in Geneva, at 1300 on 14 December. A white paper on this expansion will also be made available at that time.
