It is our pleasure to invite you to the launch of Verification & Implementation: a biennial series that brings together leading issue experts to provide authoritative thinking on the verification and implementation mechanisms that underpin collective approaches to shared security challenges. It resumes VERTIC’s contribution to the high-level debate surrounding verification and implementation, begun by its Verification Yearbook series.
To celebrate the launch, VERTIC will be hosting Mark Hibbs, Senior Associate of the Nuclear Policy Programme at the Carnegie Endowment for International Peace. He will present a summary of his chapter – ‘Iran and the Evolution of Safeguards’ – which analyses how the evolving nuclear safeguards system has coped with Iran’s nuclear activities and argues that its ability to monitor Iran’s on-going activities will be a critical test case for the nuclear non-proliferation regime.

Mark Hibbs is a senior associate in Carnegie’s Nuclear Policy Program, based in Berlin and Bonn, Germany. Before joining Carnegie in 2010 he was an editor and correspondent in the field of nuclear energy, nuclear trade, and nonproliferation. His work appeared in a number of publications, including the Financial Times organization, Nucleonics Week, and Nuclear Fuel, published by the Platts division of the McGraw-Hill Companies. Hibbs’ research is focused broadly on international nuclear trade and nonproliferation governance in four main areas: the international nuclear trade regime, decision-making at the International Atomic Energy Agency, nuclear safeguards and verification, and bilateral nuclear cooperation arrangements.
