NIM Teams adds Holy See counter-terrorism/money laundering legislation to BWC Legislation Database

The NIM Team has added the Holy See's new counter-terrorism and anti-money laundering legislation to the BWC Legislation Database. The Law concerning the prevention and countering of the laundering of the proceeds from criminal activities and the financing of terrorism was developed in response to criticisms that the Vatican was not doing enough to prevent the use of its assets, banking facilities, or accounts for criminal or terrorist purposes, including money laundering. Article 6 of the law criminalizes training and giving instructions in the use of, inter alia, chemical or biological substances for terrorist purposes. It is not clear, however, whether this law will effectively implement the prohibitions and restrictions in the Biological and Chemical Weapons Conventions.
VERTIC NIM Team staff will continue to update the BWC Legislation Database on a rolling basis, with laws or regulations that are located when preparing legislative analyses of national implementation of the BWC or when new laws come to our attention, for example, in the press. The VERTIC NIM Team also encourages submissions of any new laws or regulations related to implementation of the BWC. These should be sent to Yasemin Balci.
