Michael Crowley
Executive Director


Michael Crowley has worked for nearly twenty years on arms control, security and human rights issues, and has particular expertise in conventional weapons. He joins VERTIC from the Omega Foundation, where he was a Senior Research Associate for two years. (The Omega Foundation focuses on the transfer of arms and related military, security and police technologies, analysing their impact on human rights and human security.) Prior to this he managed the Arms Trade Treaty (ATT) project at the Arias Foundation in Costa Rica and worked as Senior Arms Trade Analyst at the British American Security Information Council (BASIC). He also has held several positions with Amnesty International, both in the UK Section and at the International Secretariat. He holds a BSc (Honours) degree in Genetics from Liverpool University.
 

 

Angela Woodward
Deputy Director and
Arms Control and Disarmament Researcher (Chemical and Biological)


Angela Woodward researches the legal aspects of treaty negotiation, implementation and verification as well as the status of states' national legislation to implement treaty obligations. Her current work focuses on agreements prohibiting biological and chemical weapons. Angela manages VERTIC's programme on 'Promoting effective verification of the 1972 Biological Weapons Convention,' under which she is preparing a study on 'Strengthening mechanisms and tools for verifying biological weapons compliance.' Angela also manages VERTIC's project on 'Enhancing national implementation of treaties and norms prohibiting weapons of mass destruction,' under which she is working with Andreas Persbo to develop training materials and model laws for national implementation of related agreements, including UN Security Council Resolution 1540, which reiterates the need for effective domestic controls to comply with these treaties and to prevent non-state actors proliferating nuclear, chemical and biological weapons, related materials and delivery systems. Jointly with Andreas, Angela is also conducting a comprehensive global survey of states' national implementation of treaties and norms controlling nuclear, chemical and biological weapons. In addition, she monitors the implementation of agreements regulating small arms and light weapons, in particular the 1997 Landmine Convention and United Nations arms embargoes.

Angela has an LLM in Public International Law from the London School of Economics and Political Science, University of London, and a Bachelor of Arts (Honours) degree in Political Science and a Bachelor of Laws degree from the University of Canterbury, New Zealand. Angela previously worked for the Programme for Promoting Nuclear Non-Proliferation (PPNN) at the Mountbatten Centre for International Studies, University of Southampton.

James Acton

As VERTIC's Science and Technology Researcher, James specializes in nuclear issues, providing technical analysis of verification systems as well as working on policy aspects of verification. More generally he is interested in understanding the implications of new technology from a proliferation perspective.

James joined VERTIC in February 2006 as its second VERTIC Science Fellow, funded by the Polden-Puckham Foundation. His first project, on the detection of clandestine weaponization activities, was recently published in VERTIC's Verification Matters series. His current project, carried out in collaboration with Andreas Persbo, involves developing a set of transparency measures which states can use to build confidence in the peaceful nature of their nuclear programmes. He is also undertaking research on port security in collaboration with the Centre for Science and Security at King's College London.

James holds a PhD. and a BA (Hons.), MSci from Cambridge University. After finishing his PhD. he spent a brief period as a research associate at the Cavendish Laboratory in Cambridge. He specialized in condensed matter physics, which is relevant to radiation detector technology. Larry MacFaul
Environment Researcher


Larry MacFaul manages VERTIC's environment programme and its climate change project. Larry's work focuses on monitoring, reporting, review and compliance issues in the United Nations Framework Convention on Climate Change (UNFCCC), the Kyoto Protocol and proposals for the post-2012 climate change regime. Larry also examines verification issues across the field of multilateral environment agreements (MEAs) and related areas.

Larry has a Master's degree in Environmental Assessment and Evaluation from the London School of Economics and a BA in Classics from Oxford University.

Andreas Persbo
Arms Control and Disarmament Researcher (Nuclear)


Andreas Persbo is researching verification issues related to nuclear weapons, in particular the 1996 Comprehensive Nuclear Test Ban Treaty (CTBT), the 1968 Nuclear Non-Proliferation Treaty (NPT) and International Atomic Energy (IAEA) safeguards, and the development of verification mechanisms for the proposed Fissile Material Cut-Off Treaty (FMCT). He also focuses on verification issues related to past, current and suspected nuclear waepons programmes. In a joint project with Angela Woodward, Andreas is conducting a comprehensive global survey of states' national implementation of treaties and norms controlling nuclear, chemical and biological weapons.

Andreas holds an juris kandidat (LL.B. LL.M) in public international law and European human rights from Stockholm University, Sweden. A qualified Swedish lawyer, he worked at the British American Security Information Council (BASIC) in London from 2003-4. In 2000 he was an intern in the UN Department of Disarmament Affairs (UNDDA). Andreas also worked for the Swedish National Courts Administration as a law clerk and later as a junior adjudicator. He received his tingsmeritering in 2003. In the early 1990s he was a peacekeeper with the United Nations Protection Force (UNPROFOR) in former Yugoslavia and the United Nations Interim Force in Lebanon (UNIFIL).

Unini Tobun currently works as the administrator in VERTIC. She is responsible for VERTIC's financial accounts and payroll, IT network, website technical management, publication sales administration and general office management. She helps with the logistics for VERTIC events and travel, and also coordinates VERTIC's intern programme. She holds a BA (Combined Honours) in Business Administration and Property Management from the University College Northampton, and gained her MA in Information Systems Management at Bournemouth University in 2004. Her MA thesis focused on the Evaluation of CRM Implementation and Performance Measurement in the Public Sector.

   
Jane Awford

Jane Awford handles VERTIC's media relations, publicity and networking, as well as helping organize VERTIC conferences and workshops. Her previous public affairs experience includes serving with the United States Information Agency (USIA) in Rome, Washington, DC and Ibadan, Nigeria. She has also worked in Papua New Guinea and Kenya. Jane has a BA (Hons) in American Studies from Grinnell College in Iowa and MA degrees in International Relations from the Fletcher School, Tufts University and in United States Studies, the Institute for US Studies, University of London.
   
 

Peaceworker

Jez Smith

Jez joined VERTIC in September 2005 as a one-year UK Peaceworker, to work on information and outreach programmes aimed at raising VERTIC's UK and international profile. Jez works primarily with Jane Awford, Information Officer and Networker, and also supports the arms control and disarmament researchers, particularly on VERTIC's project to building capacity to implement nuclear and biological weapons treaties, norms and UN Security Council Resolutions (known as the national implementation measures or 'NIM' project).

Jez is a non-practising solicitor, having qualified in August 2005. Before coming to VERTIC he worked for a law firm in Colchester, UK, for five years, specializing primarily in human rights and asylum law. In 2002 he monitored the United Nations Human Rights Commission for the Quaker United Nations Office in Geneva. Jez has an LLB from the University of East Anglia. In his spare time he writes for and co-edits the magazine, Young Quaker.

The Peaceworker programme is sponsored by the Quakers and the Joseph Rowntree Charitable Trust. It aims to foster the next generation of peaceworkers by enabling them to gain experience in non-governmental organizations and to strengthen the work of like-minded organizations within the peace community.   Interns
Richard Grassby Lewis is currently studying International Relations at London Metropolitan University, and will assist VERTIC with research on its WMD national implementation measures project to promote treaty implementation at the national level, organizing and promoting VERTIC events, and conference and seminar reportage. Richard will also work with Andreas Persbo providing general research support for VERTIC's nuclear arms control and disarmament programme.

 

Alessia Rinaldi holds a Degree in International and Diplomatic Sciences from Alma Mater Studiorum, University of Bologna (Italy), and an MA in Intelligence and International Security from King’s College, London. Her MA thesis focused on the possibility of cooperation between NATO and UN in the military intelligence and security sectors as a way to deal with contemporary complex emergencies. Alessia will be working with Andreas Persbo on VERTIC’s NIM project to build states’ capacity to implement nuclear and biological weapons treaties, norms and UN Security Resolutions. She will also assist James Acton with research on verification issues relating to nuclear, chemical, biological and conventional weapons.She will also undertake other tasks within the arms control and disarmament programme.

   
Laura Spagnuolo holds a Magna cum Laude in Law from University of Naples, Italy, and an MA in International Relations from King's College, London. At VERTIC she will work primarily within the arms control and disarmament programme. She will assist Angela Woodward in researching the legal aspects of treaty negotiation, implementation and verification as well as the status of national implementation of treaty and norms prohibiting Weapons of Mass Destruction
(VERTIC's NIM project). Laura will also work with Andreas Persbo providing general research support for VERTIC's nuclear arms control and disarmament programme.
